Build the payload
The facility code occupies the first 8 payload bits and the card number occupies the next 16 bits.
payload = facility × 65,536 + card

The leading bit makes bits 1–13 even. The trailing bit makes bits 14–26 odd.
How it works
H10301 combines an 8-bit facility code and a 16-bit card number, then adds two parity bits around the 24-bit payload.
The facility code occupies the first 8 payload bits and the card number occupies the next 16 bits.
payload = facility × 65,536 + card
The leading bit provides even parity for the first half. The trailing bit provides odd parity for the second half.
P + 8 facility bits + 16 card bits + P
Raw values include both parity bits. Payload values contain only the facility code and card number fields.
raw ≠ payload
